Carrera Track Layout Planner is a free race track design software for Windows.It comes with some pre-designed race tracks which can be edited by a user. Some of these race tracks include Formula Racing (UK only), Sport Racers (UK only), Mille Miglia 2 (US only), Massive Power (US only), World Rally (UK only), Power Rivals (UK only), Rally Challenge (UK only), etc.

This track designer has a very friendly user interface, basically allowing you to handle the track as if you would in real life. In conclusion, Ultimate Racer is a solid track design software. All the race management features are just an added bonus. Above all else, it is also still being developed and supported. The most recent version update, 3.0.31r1 was released July 23, 2020.
